With reference to your letter No.5538/99 of the 6th of March informing us that a telegram had been received from the Government of Hong Kong stating that the 7 constables authorized to be engaged by your letter of the 22nd December last, were urgently required and adding that 12 additional men were required, I regret to have to report that although we have applied to over 20 large towns in England and Scotland we have only up to the present been able to secure 2 candidates in addition to the four whose appointments were reported in our letter of the 9th of March last.

We are still making enquiries in several directions but seeing how very few men come forward we propose to no longer insist on previous police experience, if the Secretary of State approves of our selecting such men.
